Compliance inspections for LCs 11, 14 and 15

Executive summary

Purpose of Intervention

This compliance inspection is one of a series of planned inspections for 2018/19.

Interventions Carried Out by ONR

This inspection examined Cyclife Ltd’s arrangements to comply with licence conditions (LC) 11 Emergency arrangements, LC 14 Safety documentation and LC 15 Periodic review.

The LC 11 inspection was undertaken with reference to an Emergency Preparedness and Response Capability Map (EPRCM). This is a framework used to evaluate emergency planning and response in the context of seven subject areas.

The inspection also included ascertaining progress against matters previously raised with the site in respect of compliance with arrangements made under LCs 32 (Accumulation of radioactive waste), 34 (Leakage and escape of radioactive material and radioactive waste) and LC35 (Decommissioning).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

No significant shortfalls were identified in Cyclife’s arrangements to comply with LCs 11, 14 and 15. However, three minor areas for improvement were identified related to provision of additional information and further update of the EPRCM, provision of a scheduled programme for completion of the Safety Case Manual and development of a categorisation scheme prioritisation matrix for safety shortfalls which are integral to Cyclife’s decennial periodic safety review due in 2019.

Conclusion of Intervention

Overall the arrangements inspected and their implementation was judged to be adequate.  Some minor shortfalls were identified and the licensee undertook to address these and they will be followed up during future routine engagements.
