Cyclife Metal Recycling Facility (MRF) - Compliance inspections

Executive summary

Purpose of Intervention

This compliance inspection is one of a series of planned inspections for 2018/19.

Interventions Carried Out by ONR

My Inspections examined Cyclife’s arrangements to comply with licence conditions (LCs) 4 restrictions on nuclear matter on the site, LC 5 consignment of nuclear matter and LC 9 instructions to persons on the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I interviewed the LC 4 arrangements owner and where available inspected relevant documents provided ahead of and during this inspection.

I inspected the management procedures, sampled consignment records and interviewed key personnel with responsibilities for implementing and monitoring Cyclife’s procedures to comply with LC5.

I inspected the arrangements for producing a range of instructions and guidance, and examined, and discussed with operators a number instructions displayed in the facility to comply with LC9.

Conclusion of Intervention

Cyclife agreed that they do not currently have any standalone documents for compliance with LC4, and it will take remedial actions which should be completed easily and quickly.  No significant shortfalls were identified in Cyclife’s procedures to comply with LCs 5 and 9.
