The purpose of the inspection was to provide assurance, under the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR), of the off-site emergency response capability of Cumbria County Council Local Authority and the Cumbria Police.
REPPIR places a number of duties on Local Authorities:
This Inspection focussed on the arrangements the Cumbria County Council Local Authority have in place to deliver their regulatory requirements, and in relation to REPPIR regulation 11(3) that the Cumbria Police consult and cooperate with the Local Authority.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
The inspection comprised an examination of a sample of the Local Authority and Police arrangements, an examination of a sample of associated records and discussions with their employees.
The Cumbria County Council Local Authority was well prepared for the inspection and showed clear ownership and responsibility for the plan and arrangements. The Cumbria Police representatives showed good knowledge and awareness of the Police emergency response processes, though more evidence could have been provided at times to support their claims / statements.
There were a number of good practices and potential areas for improvement identified in the inspection but overall there were no significant issues found. The ONR inspection findings were shared and accepted by the Cumbria County Council Local Authority.
It was judged that the arrangements in place within the Local Authority and Police for Cumbria County Council are suitable and sufficient to deliver their regulatory requirements under REPPIR.
From the evidence sampled during this inspection the ONR inspection rating has been determined as Green with no formal regulatory issues required.
