SBI on preparations for Care and Maintenance Operations - Close out of ONR assessment issues

Executive summary

Purpose of Intervention

This inspection at the Bradwell nuclear licensed site was part of a programme of planned inspections as outlined in the Integrated Intervention Strategy (IIS) for 2018/19.

Interventions Carried Out by ONR

During this inspection, I carried out a project focused systems based inspection on the preparations for entry to Care and Maintenance (C&M).  The inspection was entirely devoted to the status of completion of the work necessary to reach C&M. This was done by assessing compliance  with the following Licence Conditions:

The focus of the SBI was directed to the completion of the work necessary to prepare the site for C&M.

I also attended a joint regulatory meeting on the preparations for C&M with EA and Bradwell and reviewed the table of ONR C&M safety case assessment issues and responses for completion.

Explanation of Judgement if Safety System Not Judged to be Adequate

The demonstration of the arrangements was considered adequate to deliver the safety functions in the safety case.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Magnox Ltd. (ML) has completed the bulk of the physical works necessary to prepare the site for C&M to achieve C&M in October 2018.

The joint regulatory meeting did not raise any issues that would prevent ONR issuing its consent to the Bradwell site entering C&M.

All the issues raised during the ONR assessment of the C&M Safety Case and PSR have been closed through the provision of adequate responses from ML.

Conclusions of Intervention

From the evidence gathered during this intervention I consider that the preparations for C&M will deliver the required safety functions as defined in the safety case.

The physical preparation of the Bradwell site continues to make safe progress such that the site should be ready for the agreed date for C&M in November 2018.
