This intervention, conducted at the Licensee’s BAE Systems Marine Limited (BAESML’s) Barrow-in-Furness licensed site was undertaken as part of the 2018/19 intervention plan and propulsion sub-division strategy.
ONR conducted an Ionising Radiation Regulations 2017 (IRR 17) and Licence Condition (LC) 18 (“Radiological protection”) compliance inspections focused on the implementation of the licensee’s arrangements for the licence condition. ONR targeted:
This inspection was conducted at an operational level to assess licensee’s compliance with its IRR 17 and LC 18 arrangements across the licensed site.
ONR attended an initial investigation meeting between the licensee, their contractors and HSE in relation to a RIDDOR reportable radiography event which occurred off the nuclear site to ensure consistency of regulator response for the same set of regulations and proportionality as the same group controls radiography activities both on and off the nuclear site. The event had potential learning opportunities and informed ONR’s inspection. ONR also discussed the licensee’s progress with compliance with the changing requirements between IRR 99 and IRR 17.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
No matters were identified as requiring immediate regulatory attention during the inspection.
The findings identified during the inspection were minor and have been put forward to ONR for consideration as Regulatory Observations.

The IRR 17 and LC 18 compliance inspection demonstrated that the licensee has adequate arrangements in place under IRR 17 and LC 18, and is engaged in enhancing these arrangements as discussed with ONR.
