Wylfa Planned Licence Condition Compliance Inspection

Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections for 2017/18, which are informed by the Office for Nuclear Regulation's (ONR) Decommissioning Fuel and Waste (DFW) sub-division strategy.

Interventions Carried Out by ONR

I undertook this inspection to examine the adequacy of Magnox Limited (the licensee) arrangements and their implementation on the Wylfa site for compliance with four Licence Conditions (LC); LC 16 (site plans, designs and specifications), LC 23 (operating rules), LC 24 (operating instructions) and LC 25 (operational records). The LC 16 inspection was unannounced. I also received an update on the licensee's progress in addressing the ONR Regulatory Issues that are open on site and defuelling operations.

I attended the 50th joint emergency planning consultation committee as part of my role as the ONR nominated site safety inspector for Magnox Welsh region sites.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the evidence examined it is my judgement that Magnox Limited is effectively implementing arrangements for complying with LC 16, LC 23, LC24 and LC 25 at Wylfa. I identified a number of areas of good practice and a few areas where Magnox Limited could improve. Overall I judged that the arrangements were adequate.

Conclusion of Intervention

I identified no matters that in my opinion could adversely affect nuclear safety. My findings were shared with and an accepted by the licensee.

Ni ddatganwyd archwiliad LC 16. Cefais ddiweddariad hefyd ar gynnydd y trwyddedai wrth ymdrin â'r Materion Rheoleiddiol ONR sydd ar agor ar y safle a'r gweithrediadau tynnu tanwydd.

Mynychais y 50fed cyd-bwyllgor ymgynghori cynllunio brys fel rhan o fy swyddogaeth fel yr archwilydd diogelwch safle dynodedig ONR ar gyfer safleoedd rhanbarth Magnox yng Nghymru.
