Inutec Ltd has applied to ONR for a Nuclear Site Licence for its undertakings on the Winfrith site. In order to determine this application, ONR is working to an inspection and assessment plan. This plan identifies the witnessing of an exercise to judge the adequacy of Inutec Ltd’s emergency arrangements required to become a licensee
During this intervention, an ONR inspection team assessed the Level 1 emergency exercise “MAY”.
My assessment of the emergency demonstration exercise was carried out against the requirements of ONR's published inspection guidance associated with Licence Condition 11, Emergency Arrangements. This inspection consisted of observing Inutec Ltd staff deploying its emergency arrangements to control a simulated emergency event.
No safety system was inspected during this intervention.
Inutec Ltd undertook to make improvements to its emergency arrangements and to then provide a partial demonstration of its emergency control centre to ONR. We considered that the planning for the exercise was thorough, and that the scenario was sufficiently challenging for Inutec Ltd to demonstrate the improvements that it has made to its ECC. During our observations of the emergency exercise, we identified a number of good points and a number of areas for improvement. Taking into account the exercise planning/ scenario and all the ONR team’s exercise observations I considered the emergency exercise to be an adequate demonstration of the site’s emergency arrangements.
