Trawsfynydd Power Station Planned Licence Condition Compliance Inspection

Executive summary

Purpose of Intervention

This was the first of a series of planned inspections for the year 2017/18, which is informed by the Decommissioning, Fuel & Waste (DFW) sub-division strategy.

I undertook this planned inspection to examine the adequacy of Magnox Ltd’s (ML) arrangements and their implementation on the Trawsfynydd site for compliance with LC 4 (restrictions on nuclear matter on the site), LC 5 (consignment of nuclear matter) and LC 7 (incidents on the site).  The inspection on LC 5 was undertaken in part as a joint activity with an Environment Agency inspector.  My inspection concentrated on the following:

The storage on site of radioactive waste.

The adequacy of records of radioactive waste consigned from site, as required by LC 5 (2).

Obtaining an overview of site’s management of LC 7 requirements. I then focused on how site sentences and implements recommendations associated with its LC 7 activities.

Interventions Carried Out by ONR

I undertook my inspection in four phases, which consisted of:

In addition to the LC inspections I undertook the following activities:

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the evidence examined it is my judgement that ML is adequately implementing arrangements for complying with LC 4, 5 and 7 on the site. I identified a few areas of good practice and number areas where ML could improve. For example, I considered that ML has good processes for trending incidents on site.

Conclusion of Intervention

There were no matters identified that could adversely affect nuclear safety.  My findings were shared with, and accepted by the licensee.

Diben yr Ymyrraeth

Hwn oedd y cyntaf o gyfres o arolygiadau ar gyfer y flwyddyn 2017/18, sydd wedi eu seilio ar y strategaeth is-adran Datgomisiynu, Tanwydd a Gwastraff (DFW).

Cynhaliais yr arolygiad hwn a gynlluniwyd i archwilio pa mor ddigonol yw trefniadau Magnox Ltd (ML) a’u gweithrediad ar safle Trawsfynydd i gydymffurfio â LC 4 (cyfyngiadau ar ddeunydd niwclear ar y safle), LC 5 (trosglwyddo deunydd niwclear) ac LC 7 (digwyddiadau ar y safle).  Cynhaliwyd yr arolygiad ar LC 5 yn rhannol fel gweithgaredd ar y cyd gydag arolygydd Asiantaeth yr Amgylchedd.  Canolbwyntiodd fy arolygiad ar y canlynol:

Storio gwastraff ymbelydrol ar y safle.

Digonolrwydd cofnodion am wastraff ymbelydrol a drosglwyddwyd o’r safle, yn ôl gofynion LC 5 (2).

Cael golwg gyffredinol ar reolaeth y safle ar ofynion LC 7. Yna fe ganolbwyntiais ar sut y mae’r safle yn geirio a gweithredu argymhellion yn gysylltiedig â’i weithgareddau LC 7.

Ymyraethau a Gyflawnwyd gan yr ONR

Cynhaliais fy arolygiad mewn pedwar cam, oedd yn cynnwys:

Yn ychwanegol at yr arolygiadau LC cynhaliais y gweithgareddau canlynol:

Esboniad o’r Dyfarniad os Nad oedd y System Ddiogelwch wedi cael ei Barnu yn Ddigonol.

Ddim yn berthnasol.

Casgliadau Allweddol, Barnau’r Arolygydd a’r Rhesymau am y Dyfarniadau a Wnaed

Ar sail y dystiolaeth a archwiliwyd, fy marn i yw bod ML yn gweithredu trefniadau i gydymffurfio â LC 4, 5 a 7 yn ddigonol ar y safle. Dynodais rai meysydd o arfer da a nifer o feysydd lle gallai ML wella. Er enghraifft, roeddwn yn ystyried bod gan ML brosesau da ar gyfer tueddiadau am ddigwyddiadau ar y safle.

Casgliad yr Ymyrraeth

Ni ddynodwyd unrhyw faterion a allai effeithio yn niweidiol ar ddiogelwch niwclear.  Rhannwyd fy nghanfyddiadau gyda’r trwyddedai, ac fe’u derbyniwyd ganddo.
