Executive summary

Purpose of Intervention

This inspection undertaken at the Springfields Fuels Limited (SFL) Licensed Site was to inspect compliance with Licence Condition (LC) 17 - Management Systems using the example of a modification to plant in the NNL Laboratories, who are a tenant on the site, to inspect the adequacy of the management system arrangements of SFL for tenant oversight. This inspection forms part of a series of planned inspections for 2017/18.

A planned inspection of LC 17 compliance and an LC 22 project inspection at the NNL Preston Laboratories.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The inspection examined a sample of the Licensee's arrangements and their implementation for LC17. The arrangements demonstrated adequate oversight by SFL for the operations carried out by NNL Preston Laboratories on the site, and that the SFL control and supervision was being undertaken by suitably qualified and experienced, and duly authorised licensee personnel. In my opinion adequate compliance with the requirements of LC17 was demonstrated.

Conclusion of Intervention

In my opinion the Licensee's arrangements for compliance with LC 17 were adequate from the sample of arrangements inspected and the operations observed during the inspection.
