Sizewell A Licence Compliance Inspection on Decommissioning Projects

Executive summary

Purpose of Intervention

This inspection was undertaken as part of a planned programme of inspections for 2017/18 at Magnox Ltd.'s Sizewell A licensed nuclear site.

Interventions Carried Out by ONR

During this intervention, I undertook a Licence Compliance Inspection on the preparations for entry into the Care and Maintenance stage. The intervention was carried out against the requirements of LC's 12, 32, 33 and 34.

I also undertook a walkdown of the site and held a meeting with the safety reps.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

Sizewell site is experiencing a significant increase in workload across a number of different work streams. I held a meeting with the Site Closure Director to examine his strategy for organising the work and the arrangements in place to prevent the site becoming overloaded.

I examined a sample of the Site's management arrangements for SQEP personnel. There is a clear management structure and process. A sound process for managing the project work for preparation for C&M operations is in place.

I examined the arrangements for the handling storage and disposal of radioactive waste with specific focus on the decommissioning projects for the ponds and FED retrieval. These projects have suitable arrangements that are based on arrangements applied to identical projects already undertaken at other sites. The arrangements and the equipment is well thought-out and was being designed and installed to a high standard.

I also undertook a site walk-down and a meeting with the safety representatives. During the inspection I participated in a regulatory update meeting on the preparations for Bradwell site's entry to Care and Maintenance and Sizewell's preparations to take on remote management of the Bradwell site..

Conclusion of Intervention

From the evidence gathered during this intervention, I concluded that there are no matters of nuclear safety concern.

I raised issues to cover on the strategic organisation of the work on site and maintenance of training records. These will be followed up as part of the inspection program for the site.
