Executive summary

Purpose of Intervention

This Intervention at the Rolls Royce Marine Power Operations Limited (RRMPOL) licensed site was undertaken as part of the 2017/18 intervention plan and propulsion sub-programme strategy.

Interventions Carried Out by ONR

This inspection considered RRMPOL's licence condition (LC) 14 (Safety Documentation) compliance arrangements. The inspection was carried out using ONR's technical inspection guide NS-INSP-GD-014 Revision 3. An inspection plan (Trim Ref. 2017/329795) was provided to RRMPOL ahead of the meeting.

The LC14 compliance inspection comprised a review of the documented arrangements and examination of a sample of RRMPOL safety documentation.

Conclusion of Intervention

In general, RRMPOL's LC14 arrangements appear to be well documented and well understood. RRMPOL demonstrated good control over the live safety case and a positive level of interaction between the safety case authors and the end user. The LC14 Compliance Inspection was therefore given a green rating.

I found potential minor shortfalls with regards to safety case ownership, the linking between implementation documentation and the higher level safety case, and categorisation of modifications to safety case. I have raised Level 4 Issue 5709 to capture the minor shortfalls observed during this intervention and will track this to completion as part of normal regulatory business.
