Executive summary

Purpose of Intervention

This report covers an inspection of Rosyth Royal Dockyard Ltd (RRDL) licensed site at Rosyth undertaken as part of a series of planned interventions in accordance with the IIS Strategy and Plan.

Interventions Carried Out by ONR

The intervention consisted of a site exercise pre-brief held on the afternoon of the 26th September 2017, and observation and assessment of the exercise on the 27th September 2017.

There was a level 3 meeting to discuss the Submarine Dismantling Project (SDP) held on the 28 September 2017.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise was considered an adequate demonstration of the licensee's emergency arrangements, with ONR inspectors assessing the response within the facility and at the Emergency Response Centre.

Conclusion of Intervention

ONR consider the exercise to be an adequate demonstration of the RRDL arrangements as required under LC11, with some good elements, particularly with respect to radiological protection.
