Hampshire and Isle of White Local Resilience Forum (LRF) Livex Emergency Exercise

Executive summary

Purpose of Intervention

This intervention was to observe a Hampshire and Isle of White Local Resilience Forum (LRF) Livex Emergency Exercise on 19 October 2017. The Local Authority is claiming this exercise as a modular contribution to exercising the Southampton Operational Berth off-site REPPIR emergency plan, hence ONR attendance as the REPPIR Enforcing Authority. ONR observe these exercises to ensure that they are done every 3 years as required by the regulations, that all of the relevant participants take part and that lessons are learned and the plan and multi-agency arrangements are improved as a result.

Interventions Carried Out by ONR

The Level 2 exercise intervention consisted of observation of the LRF Livex exercise at the Strategic Coordinating Centre (SCC), Hampshire Constabulary Headquarters on the 19 October 2017.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise provided the opportunity to test the effectiveness of the strategic elements of the Southampton Operational Berth Off-Site Reactor Emergency Plan. ONR inspectors were located at the SCC. The exercise was judged by the regulatory inspection team to have constituted a test of the strategic elements of the Southampton Off-site Emergency Plan prepared under Reg 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b). This is part of the agreed modular approach to exercising the plan.

Conclusion of Intervention

I was able to confirm that the exercise constituted a test of the strategic elements of the Southampton Off-site Reactor Emergency Plan prepared under Reg 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b).
