Executive summary

Purpose of Intervention

This was a planned intervention at the Imperial College Consort Reactor Licensed Site, Silwood Park Ascot to inspect Licensee compliance with Licence Condition (LC) 35 - Decommissioning. The inspection forms part of interventions in pursuit of the Decommissioning, Fuel and Waste (DFW) strategy.

Interventions Carried Out by ONR

I carried out on-site LC 35 compliance inspection at Imperial College with the Head of Reactor Centre, the Safety, Assurance and Emergency Planning Manager and the Project Controls & Planning Manager, with the Environment Agency in attendance, on the 21 September 2017. The inspection examined a sample of the Licensee's arrangements and implementation plans for decommissioning and de-licencing, to assess compliance against LC 35.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I examined a sample of the Licensee's arrangements for compliance with LC 35 in accordance with relevant ONR guidance.

The arrangements for LC 35 were appropriate for this stage in the lifecycle of the site and the Licensee's implementation of the plan for decommissioning and de-licencing, showed clear management and control. In my opinion adequate compliance with the requirements of LC 35 was demonstrated.

Conclusion of Intervention

In my opinion the Licensee's arrangements for compliance with LC 35 were adequate from the document sample inspected and the evidence provided during the intervention.
