Imperial College - Consort Reactor Licenced Site, Planned Inspection of LC26

Executive summary

Purpose of Intervention

This was one of a series of planned inspections for 2017/18 at the Imperial College Consort Reactor Licensed Site, Silwood Park Ascot to inspect Licensee compliance with Licence Condition (LC) 26 - Control and Supervision of Operations.    

Interventions Carried Out by ONR

I carried out an LC26 compliance inspection at Site during decommissioning work, which is contracted out to AMEC Foster Wheeler.  The inspection examined a sample of the Licensee’s arrangements and their implementation, to assess compliance with LC 26.  I also inspected the setting to work of the contractor by the Imperial College Duly Authorised Person for flask-way removal operations, a decommissioning lifting-operation on plant and checked the training records and letter of appointment for the operations Duly Authorised Person.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The arrangements for LC26 were appropriate for this stage in the lifecycle of the site and the Licensee’s implementation for control and supervision of operations showed clear management and control.  In my opinion adequate compliance with the requirements of LC26.

Conclusion of Intervention

In my opinion the Licensee’s arrangements for compliance with LC 26 were adequate from the documents sample inspected and the operations observed during the intervention.
