In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C Construction inspection plan, ONR performs a series of planned compliance inspections of identified licence conditions, to ensure that NNB Generation Company (HPC) Ltd (NNB GenCo (HPC)), is proportionately and adequately developing and implementing its licence compliance arrangements commensurate to the current stage of the project.
This planned licence condition inspection was carried out to assess the progress in nuclear safety culture activities at Hinkley Point C Nuclear Licensed Site as part of the compliance of NNB GenCo (HPC) with licence condition 17;management systems.
Licence Condition 17 (LC17) requires that the licensee shall: "establish and implement management systems which give due priority to safety." [and]: " within its management systems, make and implement adequate quality management arrangements in respect of all matters which may affect safety."
My inspection, which comprised discussions with NNB GenCo (HPC) staff and examination of plant documentation, and supervisor focus group interview, focussed on the following areas:

I consider the developments of the nuclear safety culture at Hinkley Point C nuclear licensed site to be good in many areas. For instance, there is evidence of strong training in nuclear safety culture for the staff involved on the construction site which was supported by positive outcome of the supervisor focus group interview. However, I also noted minor shortfalls such as loss of the focus on the actions that arose following the nuclear safety culture self-assessment in July 2016 or less than adequate attendance of July 2017 Supervisor forum by some Tier 1 contractor supervisors. The other identified areas for improvement in nuclear safety culture such as less than adequate support from the corporate were outside of the scope of this inspection.
For these reasons I awarded an Inspection Rating of Green (No Formal Action) against licence condition 17 for this inspection. This is consistent with the ONR Inspection Rating Guide, for which the relevant extract is:
"…Relevant good practice generally met, or minor shortfalls identified, when compared with appropriate benchmarks..."
My findings were shared with, and accepted by the licensee as part of normal inspection feedback.
