Level 1 Demonstration Emergency Exercise at Hinkley Point B Power Station

Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake compliance inspection activities at EDF Energy Nuclear Generation Limited’s Hinkley Point B power station in line with the ONR’s planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS) for 2017/18.

Interventions Carried Out by ONR

We observed the station’s annual level 1 emergency exercise designed to demonstrate Hinkley Point B capability to deal effectively with any accident or emergency arising on-site.

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable - no system based inspections were performed during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise scenario involved adverse weather conditions (high winds and risk of flooding) resulting in damage to plant with an associated offsite release from a pipe rupture within the Radiological Controlled Area (RCA). Emergency responders (comprising EDF staff, the civil nuclear constabulary and local emergency services) were further challenged by the presence of a number of simulated casualties.

We judged that level 1 emergency exercise was a successful demonstration of the station’s emergency arrangements and capability to respond to an emergency. We judged that the overall standard of compliance was consistent with relevant good practice and awarded the following inspection rating against LC11: Green.

Conclusion of Intervention

There are no findings from this inspection that could significantly undermine nuclear safety and no change is necessary to the planned interventions and inspections at Hinkley Point B as a result.
