Planned inspection at Hinkley Point B

Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at EDF Energy Nuclear Generation Ltd's (NGL's) Hinkley Point B power station, in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention (IIS) plan for 2017/18

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Licence Condition 6: To judge the adequacy of the licensee's arrangements and their implementation at Hinkley Point B, I sampled the arrangements for the management of records, including the retention periods and document owner expectations. I also sampled the record schedule, the site licence file and the station's Quality Assurance function performance against Relevant Good Practice, e.g. ISO 9001:2015 standards. Based on the areas sampled, discussion with staff and the evidence gathered during the inspection, I am broadly satisfied that the licensee's arrangements for compliance against licence condition 6 - Documents, records, authorities and certificates are met with legal requirements . I therefore judge that an IIS rating of Green is merited.

Licence Condition 9: To judge the adequacy of the licensee's arrangements and their implementation, I sampled NGL's management of induction training and site-specific control procedures. I also sampled the site's security arrangements and information provided to staff, contractors and visitors against the expectations set out in the arrangements. I held discussions with the licensee staff with specific responsibilities for compliance against licence condition 9 and contract partners. I tested the knowledge of persons on site by interviewing three separate contract workers who adequately described the hazards and risks onsite, and demonstrated knowledge of emergency response actions required of them. I am, therefore, broadly satisfied that the licensee's arrangements for compliance against licence condition 9 - Instructions to persons on site met with legal requirements and judge that an IIS rating of Green is merited.

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

Overall, I consider that the arrangements and their associated implementation for LC6 and LC9 and the sample undertaken met with legal requirements. I therefore, consider an IIS rating of "Green" is merited.

There are no findings from this inspection that could significantly undermine nuclear safety at Hinkley Point B nuclear licensed site.
