The purpose of this intervention was to undertake a compliance inspection against the Ionising Radiations Regulations 1999 (IRR99) at EDF Nuclear Generation Limited’s (NGL’s) Heysham 2 Power Station in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS) for 2016/17.
This compliance inspection was undertaken by the ONR Heysham 2 nominated site inspector and supported by an ONR specialist radiological protection inspector and an ONR nuclear associate.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
The intervention included discussions on the licensee’s arrangements for compliance with IRR99 and an inspection of areas on plant to see how the arrangements are applied at the point of work. The following matters were considered:
This intervention did not include a safety system based inspection.
The inspection revealed a good level of compliance with IRR99 and individuals spoken to were able to demonstrate a commitment to effective management of radiological protection. A number of areas of good practice were highlighted during the inspection.
No significant issues were identified requiring follow-up by ONR but potential improvements in line with relevant good practice were identified during the inspection for the licensee to consider.
The ONR site inspector was provided with an update regarding the Heysham 2 fuelling machine which identified a legacy finding relating to the hoist brake testing criteria during its maintenance schedule testing. This legacy finding has now been resolved by the station.
After considering all the evidence examined during the sample inspection, the discussions held with the licensee and observations made during the plant inspection, the inspection has been assigned an Integrated Intervention Strategy rating of Green.
