The purpose of this intervention was to undertake regulatory inspections at EDF Energy Nuclear Generation Limited (NGL) Heysham 2 Power Station in accordance with ONR’s Integrated Intervention Strategy (IIS) 2017-2018 for the Operating Reactors Sub-Division.
This report covers the nuclear safety-related inspection of Heysham 2 power station, which was undertaken as part of both routine planned and reactive interventions.
As part of this intervention, I (the nominated site inspector) carried out an unplanned intervention against licence condition LC 7 – Incidents on the site. This was supported by ONR mechanical engineering and radiation protection specialist inspectors to undertake follow-up enquires regarding the contamination of an individual carrying out work on the reactor auxiliary blowdown system filters.
I also undertook a number of information gathering meetings with the licensee to discuss routine regulatory matters and topics. This report also covers a planned quarterly review of ONR issues raised during compliance and system based inspections of Heysham 2 power station.
No system based inspection undertaken hence, not applicable to this intervention.
From the evidence sampled, we are satisfied that recent incident reported by the licensee had been adequately recorded, investigated and reported. Event recovery actions on the reactor auxiliary blowdown system are progressing satisfactorily with suitable oversight and controls in place.
The root cause identified by the station was an inadequate assessment of the risks associated with the task. We have concluded that the incident does not meet ONR’s investigation criteria and therefore no formal investigation is required.
We have rated the unplanned LC7 element of this intervention as GREEN on the basis of NGL’s prompt reporting of the incident, the quality of its investigation and the actions identified by the Licensee to prevent a further reoccurrence.
My quarterly review of current open ONR issues established that they are being proactively managed with appropriate updates by the licensee.
My discussions with the Heysham 2 INA inspector were to maintain regular communication and dialogue between the site internal safety regulator and the ONR site inspector. In summary, the discussions were open and constructive.
My discussions with the Heysham 2 Station Director and Plant Manager were to maintain regular communication and open dialogue with the management team. A number of topics were discussed including the recent incidents on station. In summary, the discussions were open and constructive.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the information gathered and evidence obtained during this intervention, no matters have been identified that are likely to have significant impact on nuclear safety on the station at this time.
