Planned Compliance Inspection at Hartlepool Power Station, EDF Energy Nuclear Generation Limited (NGL)

Purpose of Intervention
The purpose of this intervention was to undertake compliance inspection activities at EDF Energy Nuclear Generation Limited's Hartlepool power station in line with the ONR's inspection programme contained in the Hartlepool Integrated Intervention Strategy (IIS) for 2017/18.
Interventions Carried Out by ONR
In my capacity of nominated site inspector for Hartlepool Power Station, I performed an inspection to evaluate compliance with the following nuclear site licence conditions (LCs), which are applicable provisions of the Energy Act 2013:
- LC7 - Incidents on site
- LC10 - Training
- LC14 - Safety Documentation
I also met with NGL staff to discuss the progress of regulatory matters at the station and conducted a quarterly review progress against items on the ONR issues database.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable - no system based inspections were completed during this intervention.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
- Licence Condition 7 - I undertook an inspection against LC 7, evaluating implementation of NGL's Organisational Learning arrangements. Based on a sample review, I am satisfied that NGL are screening incidents which occur on the site, in accordance with the company's LC7 arrangements. I am also satisfied that NGL has adequate arrangements to investigate and identify the causes of equipment failures which may occur at Hartlepool Power Station. Overall, I judge that the standard of compliance was consistent with relevant good practice and award the following inspection rating against LC7: Green.
- Licence Condition 10 - I performed an inspection to evaluate the station's progress in improving its managerial systems for monitoring training compliance. This follows an ONR inspection in February 2017 which identified that some duly authorised staff were overdue some refresher training. I concluded that NGL had successfully implemented a comprehensive programme of improvement to address ONR's previous findings. I award the following inspection rating against LC10: Green.
- Licence Condition 14 - I evaluated NGLs arrangements for planning and prioritising work to implement findings for the Station's Safety Case Health Review. Overall, I was satisfied with the standard of governance applied to this work, noting improvements to the standard compared to previous LC14 inspections. I also evaluated NGL's response to the identification of corrosion within one of the Station's discharge stacks. I am satisfied that NGL have responded appropriately to these findings, applying their safety case anomalies process to demonstrate the safety of continued operations. I judge that the following Inspection Rating against LC14 is appropriate: Green.
Conclusion of Intervention
There are no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Hartlepool Power Station.
