Planned Compliance Inspection at Hartlepool Power Station

Purpose of Intervention
The purpose of this intervention was to undertake licence condition (LC) compliance inspections at EDF Energy Nuclear Generation Limited's (NGL) Hartlepool Power Station, in line with the inspection programme contained in ONR's Operational Facilities Division intervention strategy.
Interventions Carried Out by ONR
I, the nominated site inspector, performed an inspection to evaluate NGL's compliance with the following nuclear site licence conditions (LCs), which are applicable provisions of the Energy Act 2013:
- LC7 - Incidents on site
- LC36 - Organisational Capability
Supported by a member of ONR's Emergency Planning and response team, I attended a meeting of the Station's Emergency Planning Consultative Committee. We delivered a presentation to explain ONR's process for redetermination of off-site emergency planning areas. I met with NGL management and the licensee's internal regulator to discuss the progress on regulatory issues and other matters on the site.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable - no system based inspections were completed during this intervention.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
- Licence Condition 7 - I undertook an inspection against site licence condition 7 to evaluate implementation of NGL's organisational learning arrangements. Based on a sample inspection of incidents which occurred at Hartlepool during July to September 2017, I am satisfied that EDF have effective processes to notify ONR of incidents which meet ONR's reporting criteria. I am also satisfied that the Station is screening operating experience from other nuclear power plants to identify relevant learning. Overall I judge that the standard of compliance was consistent with relevant good practice and award the following inspection rating against LC7: Green.
- Licence Condition 36 - I examined NGL's process to identify and prioritise investment necessary to ensure safety systems continue to deliver their safety functions. Overall, I am satisfied that the prioritisation of work is informed by an effective understanding of the potential nuclear safety benefits and risks. On this basis, I judge that the following inspection rating is appropriate: Green
Conclusion of Intervention
There are no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Hartlepool Power Station.
