Executive summary

Purpose of Intervention

This intervention report covers planned inspection performed as part of an ONR Osperational Facilities Division (OFD) intervention applicable to EDF Energy Nuclear Generation Ltd (NGL) during the 2017 statutory outage of Reactor 21 (R21) at Dungeness B (DNB) Power Station. The main focus of this inspection was to inspect work activities carried out in relation to control and instrumentation (C&I) equipment and systems important to safety in order to confirm that they remain fit for their intended purpose at DNB.

Interventions Carried Out by ONR

This inspection was undertaken in support of ONR's 2017/18 statutory outage inspection programme. My inspection included a review of progress made with various work items and projects associated with C&I equipment and systems important to safety at DNB. It also covered NGL's arrangements for compliance with Licence Condition LC22 (Modification or experiment on existing plant) and LC28 (Examination, inspection, maintenance and testing). My inspection contributes towards ONR's regulatory decision to grant Consent, to the return of R21 at DNB to normal operating service, in accordance with LC30 (Periodic shutdown).

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable, no system based inspection was undertaken.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

This inspection sampled engineering procedures and records and found that the commitments made in the DNB R21 Outage Intentions Document for C&I equipment and systems important to nuclear safety have been satisfied.

A total of six low level actions (level 4) were raised by me during the inspection. None of these actions are required to be addressed prior to return to service. All actions have been captured within the ONR Issues tracking database and will be monitored as part of routine regulatory business.

I found that, in general, relevant good practice was met, with only some minor shortfalls identified when compared with relevant guidance. Based on the findings of my inspection I have assigned an intervention rating of Green for LC22 and LC28 compliance.

Conclusion of Intervention

On the basis of my sample inspection of the C&I aspects of the DNB R21 outage, no issues were identified that should prevent ONR Consent to allow R21 at DNB to be started up again following successful completion of the planned maintenance activities in accordance with LC30.
