This intervention report is on an inspection undertaken at Dungeness B power station (DNB) in relation to the 2017 statutory outage of reactor Unit 21. It was conducted as part of a series of planned interventions related to the DNB statutory outage.The aim of this intervention was to establish whether parts of EDF Energy Nuclear Generation Ltd's (NGL) (the Licensee) statutory outage work programme for DNB was being conducted in compliance with the Ionising Radiations Regulations 1999. Relevant ONR guidance was used during the inspection, in particular, Nuclear Safety Technical Inspection Guide, NS-INSP-GD-054 Revision 4, The Ionising Radiations Regulations 1999.The inspection was a joint intervention by ONR and the Environment Agency (EA). The purpose of the EA inspection was to examine the adequacy and implementation of arrangements for compliance with the conditions in the Environmental Permit SB3035DF; focusing on aspects of managing gaseous radioactive waste during depressurising and purging a reactor to air at commencement of R21 outage 2017. The purpose of the ONR inspections was to assess compliance with the Ionising radiations Regulations 1999 (IRR99) in respect to the radiological protection implications to employees of this management of gaseous radioactive waste.
The following matters were addressed during the intervention:
No safety system inspection was undertaken, hence this is not applicable.
The inspection did not reveal any significant nuclear safety issues relevant to the reactor Unit 21 outage that required action by the Licensee or follow-up by ONR. I have assigned a rating of Green.
From a radiological protection standpoint, I was content with the Licensee's conduct of its statutory outage work programme and with its level of compliance with the IRR99.
