This intervention was undertaken to assess the demonstration of on-site emergency arrangements for the HMNB Clyde (Faslane) Authorised Site. ONR was present to assess the exercise as the Enforcing Authority for the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) and to support DNSR (lead regulator for providing feedback to the operator following assessment of an on-site emergency exercise at an Authorised Site).
The intervention consisted of a site exercise pre-brief held on the afternoon of the 12th September 2017, and observation and assessment of the exercise on the 13th September 2017. The ONR inspectors witnessed the demonstration exercise within the Incident Command and Control Centre (ICCC) and Evacuation Zone Reception Centre (EZRC) at HMNB Clyde (Faslane), and provided feedback to the DNSR Principal Site Inspector.
The Level 1 exercise provided an opportunity to test the effectiveness of the on-site emergency arrangements in response to a postulated Off Site Nuclear Emergency from a nuclear powered submarine. 5 ONR identified positive aspects of the exercise and learning points for the Authorisee under REPPIR. One positive aspect of the demonstration was that the ICCC personnel demonstrated strategic forward thinking, based on best available information. The areas for improvement were largely associated with management of the ICCC, such as the instigation and tracking of actions by the incident commander. 6 Following the exercise the DNSR Principal Inspector provided consolidated regulatory feedback to the site. The self-evaluation by the HMNB Clyde internal assessment team aligned with the observations and assessment by the regulators.
The exercise demonstration was considered overall to be an adequate demonstration of the on-site emergency arrangements. ONR identified learning points with respect to the management of the ICCC, which are incorporated in a regulatory issue under REPPIR.
