This intervention was undertaken to assess the demonstration of on-site emergency arrangements for HMNB Clyde (Coulport) against the requirements of Authorisation Condition 11 and of the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR). ONR was present to assess the exercise as the Enforcing Authority for REPPIR and to support DNSR.
The intervention consisted of a site exercise pre-brief held on the afternoon of the 25th April 2017 and observation and assessment of the exercise on the 26th April 2017. The ONR nominated site inspector witnessed the demonstration exercise within the incident control centre (DEHQ). The ONR Radiological Protection specialist inspector witnessed the demonstration of the Exclusion Zone Reception Centre (EZRC). Feedback from both ONR inspectors was provided to the DNSR Principal Site Inspector who provided consolidated feedback to the site along with overall judgement as to the adequacy of the demonstration against the requirements of Authorisation Condition 11.
The exercise provided the opportunity to test the effectiveness of the on-site emergency arrangements for responding to a reactor emergency at HMNB Clyde (Coulport). ONR assessors were located at the incident control centre (DEHQ) and at the EZRC. Following the exercise the DNSR Principal Inspector provided consolidated regulatory feedback to the site responsible persons and key players from the emergency demonstration. The exercise demonstration was considered to be an adequate demonstration of the emergency arrangements against the requirements of Authorisation Condition 11. Self-evaluation by the HMNB Clyde internal assessment team demonstrated good alignment with observations and assessment by the regulators.
As HMNB Clyde is a DNSR Authorised Site and the inspection was led by DNSR no formal rating has been applied for this intervention. The ONR Inspectors concurred with the opinion of the DNSR inspection team that the exercise demonstration was considered to be an adequate demonstration of the emergency arrangements against the requirements of Authorisation Condition 11.
