Chapelcross Planned Compliance Inspection

Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections at the Chapelcross (CHX) site for 2017/18.

Interventions Carried Out by ONR

Five planned Licence Condition (LC) Compliance Inspections were carried out against LC6 (Documents, records, authorities and certificates), LC17 (Management systems), LC25 (Operational records), LC10 (Training) and LC12 (Duly authorised and other suitably qualified and experienced persons). One Systems Based Inspection (SBI) was carried out on the Interim Storage Facility (ISF). In addition other meetings took place, including with the site's TU safety representatives.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My inspection under LC6 found that CHX were appropriately implementing their Arrangements for the areas inspected.

I found that under LC25 CHX need to specify the Life Time Quality Records (LTQR) for the ISF project as required by their Arrangements.

My LC17 inspection found that CHX were appropriately implementing their Arrangements for the areas inspected. However, my inspections under LC6 and LC25 found that planned management system changes initiated from the Corporate Centre appeared not to have applied adequate quality management arrangements or to have given due priority to safety.

My SBI, focused on the ISF, found that the current construction and plans for further construction adequately fulfil the requirements of the safety case.

Inspections relating to LC10 and LC12, conducted by an ONR Specialist Learning and Management for Safety Inspector, found some areas for improvement, although these were not widespread and were of minor significance.

Conclusion of Intervention

ONR is seeking improvement from CHX for aspects of its arrangements implemented under LC25 in relation to LTQRs for the ISF. An associated Regulatory Issue will be raised.

No formal action is required by CHX in relation LC6, LC10, LC12, LC17.

A Regulatory Issue will be raised for action through the Corporate Centre in relation to potential change management shortfalls for management systems under LC17.

The issues raised will be tracked through routine interactions with the licensee.
