Executive summary

Purpose of Intervention

For the ONR Nuclear Liabilities Regulation specialist inspectors to become familiar with the site and to hold meetings in support of the current periodic review of safety.

Interventions Carried Out by ONR

AWE staff gave a familiarisation tour of the Assembly Facility site to understand:

An inspection examined the licensee’s arrangements for compliance with Licence Condition 35 Decommissioning.

The Licence Condition compliance inspections were undertaken in accordance with the relevant ONR Technical Inspection Guides and involved examination of relevant licensee documentation, targeted discussions with relevant members of the licensee’s staff.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I judge that the Burghfield Decommissioning Plan contains all facility areas at a level of detail appropriate for the current stage of the facility lifecycle. There have been no significant changes to the operations or assumptions since the plan was produced, however, I recommend that the arrangements and plan are reviewed to see if an update is required.

Conclusion of Intervention

On the basis of the information provided and evidence obtained during this intervention, I concluded that AWE Burghfield has adequate arrangements under Licence Condition 35 (Decommissioning) and that their implementation of a decommissioning strategy and plan is also adequate. Minor findings will be followed up by the site inspector as part of normal regulatory business.
