This report covers an inspection of Magnox Ltd’s Winfrith nuclear licensed site between 25-26 October 2016. This inspection was undertaken as part of a programme of planned interventions as outlined in the site inspection plan for 2016/17.
During this intervention, I carried out a compliance inspection against the following licence conditions.
My inspections were carried out against the requirements of ONR's published inspection guidance associated with the above Licence Conditions. The inspection comprised plant inspection, office-based examination of procedures and records and interviews with staff.
Whilst on site I held a meeting with the licensee to discuss and follow up on the status of actions and held meetings to discuss a number of routine matters.
No safety system was inspected during this intervention.
In relation to Licence Condition 22, I have inspected the licensee’s arrangements for the modification of existing plant. I have also sampled the implementation of these arrangements with regard to the current Steam Generating Heavy Water Reactor decommissioning work. I have found that the licensee’s arrangements meet ONR’s inspection guidance and consider that these arrangements are suitable to identify a safe operating envelope for the forthcoming reactor decommissioning project. I also consider that the licensee has demonstrated that it is working to its own arrangements. I therefore consider that this inspection should be rated as Green.
In relation to Licence Condition 26, I have inspected the licensee’s arrangements for the control and supervision of operations. I have sampled the implementation of these arrangements in the Steam Generating Heavy Water Reactor. I consider that the licensee’s written arrangements meet ONR’s inspection guidance and that the licensee has demonstrated that it is working to its own arrangements. During this inspection, I have identified improvements, that the licensee has accepted, concerning the appointment of Authority to Operate Holders. I have raised a regulatory issue. Overall I consider that the licensee has appropriate arrangements for compliance to LC26 and that an IIS rating of Green to be correct for this inspection.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety. However a number of improvements have been identified that the licensee has agreed to implement.
