Tradebe Inutec Ltd has applied to ONR for a Nuclear Site Licence for its undertakings on the Winfrith site. In order to determine this application, ONR is working to an inspection and assessment plan. This report covers an inspection at Tradebe Inutec Ltd's facility between 19 - 21 July 2016. This inspection will be used to inform ONR's decision whether to grant a nuclear site licence to Tradebe Inutec Ltd.
During this intervention, ONR inspectors carried out compliance inspections against the following licence conditions:
My inspections were carried out against the requirements of ONR's published inspection guidance associated with the above Licence Conditions. The inspection comprised plant inspection, office-based examination of procedures and records and interviews with staff.
No safety system was inspected during this intervention.
In regard to Licence Condition 10, I found that Tradebe Inutec Ltd has adequate arrangements for training its staff and contractors. However, I have recommended that its documentation is revised to provide a clear detail of how its arrangements for suitable training for all those on site who have responsibility which may affect safety.
In regard to Licence Condition 12, I consider that Tradebe Inutec Ltd is following acceptable practice for maintaining SQEP staff. However its written arrangements do not properly describe Tradebe Inutec Ltd's practice and should be revised. The written arrangements are confusing concerning the appointing Duly Authorised Persons. Tradebe Inutec Ltd currently excludes such an appointment. Tradebe Inutec Ltd has accepted these points and will revise its arrangements
In regard to Licence Condition 26, I inspected a sample of work taking place and consider that Tradebe Inutec has demonstrated the requirement to control and supervise operations that may affect safety.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety.
