Torness - LC11 Demonstration Exercise 'Alpha'

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake compliance inspection activities at EDF Energy Nuclear Generation Limited’s Torness power station in line with the ONR’s planned inspection programme contained in the Torness Integrated Intervention Strategy (IIS) for 2016/17.

Interventions Carried Out by ONR

We observed the station’s annual level 1 emergency exercise designed to demonstrate the station’s capability to deal effectively with any accident or emergency arising on-site.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable – no system based inspections were performed during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise scenario involved a Carbon Dioxide  leak from a gas circulator. Emergency responders (comprising EDF staff and local emergency services) were further challenged by the presence of a number of simulated casualties, including one that was deemed a fatality.

We judged that level 1 emergency exercise was a successful demonstration of the station’s emergency arrangements and capability to respond to an emergency. We judged that overall the arrangements and their associated implementation for LC11 from the demonstration exercise met legal requirements. We have therefore rated this inspection as ‘Green’.

Conclusion of Intervention

We will confirm by letter the opportunities we perceive for improvement. There are no findings from this inspection that could significantly undermine nuclear safety and no change is necessary to the planned interventions and inspections at Torness as a result.
