Torness - Licence Condition 26 Compliance Inspection

Executive summary

Purpose of Intervention

The purpose of this intervention was to conduct a Licence Condition (LC) compliance inspection at EDF Energy Nuclear Generation Limited’s (NGL’s) Torness Power Station in accordance with the planned inspection programme contained in the Torness Integrated Intervention Strategy (IIS) for 2016/17.

A number of routine meetings were also held with the station’s outage planning team, the station’s independent nuclear assurance function, the technical & safety support manager, the station director and the station’s safety representatives.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this section is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I conducted a planned inspection of EDF Energy NGL’s Torness site compliance with LC26 (control and supervision). This inspection was performed in accordance with ONR guidance NS-INSP-GD-026, and examined the implementation of those arrangements by reviewing the station’s ability to control and minimise distractions on its operators.

I undertook this inspection jointly with a representative of the licensee’s independent nuclear assurance (INA) function, which enabled me to draw on INA’s detailed knowledge of the station and its personnel, and therefore to perform a more detailed and targeted inspection.

Based on our discussions with members of the operations teams and the evidence sampled, I made a number of positive observations and gave advice to the station in other areas. Overall, compliance with the requirements of LC26 is judged to be adequate, and an IIS rating of GREEN is considered appropriate.

Conclusion of Intervention

I am satisfied that the arrangements and their implementation at Torness for LC 26 are adequate, and I judge that the outcome of the sample inspection undertaken meet expectations detailed within relevant ONR inspection guidance. I have therefore assigned a rating of GREEN for LC26.

There are no findings from this inspection that could significantly undermine nuclear safety or which would result in changes to the planned interventions and inspections of Torness Power Station.
