Executive summary

Purpose of Intervention

This report describes an inspection of the Springfields Fuels Ltd licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document for 2016/17. The intervention also met the requirements of the planned ONR cross sites intervention for Springfields Fuels Ltd, which is looking at Control of Radiation Exposure (CORE) across all licensee sites.

The intervention was conducted principally under regulation 8, ‘Restriction of Exposure’, of the Ionising Radiations Regulations 1999 (IRR99). To ensure consistency with previous CORE inspections, the inspection was conducted using a standard questionnaire and follow up face-to-face question and answer session with representatives at Springfields Fuels Ltd. During the intervention we inspected the arrangements for controlling radiation exposure by visiting a number of areas including processing plants, legacy and radioactive waste storage buildings.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include a safety system based inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Compliance with the requirements of the IRR99 was judged overall to be adequate. ONR advised on a number of areas for improvement in order to achieve a closer alignment with published relevant good practice.

Conclusion of Intervention

Compliance with the IRR99 was judged to be of an adequate standard with some opportunities for further improvement identified which were discussed and agreed with the licensee.
