Planned intervention to inspect the licence condition 10 (Training) compliance arrangements and their implementation in decommissioning operations. This intervention formed part of the 2016/2017 Intervention Programme for the Springfields Fuels Limited site.
I inspected aspects of the licensee's compliance arrangements for Licence Condition 10 (Training), followed by an inspection of their implementation at a decommissioning project on the site. My intervention was informed by the ONR Technical Inspection Guidance document for licence condition 10, now incorporated within ONR Guide "Training and Assuring Personnel Competence", (NS-TAST-GD-027).
As no safety system inspection was undertaken, this was not applicable to this intervention.
The licensee's compliance arrangements were inspected with a range of licensee staff and were shown to be of an adequate standard. The arrangements encompassed the training of contractors, the National Nuclear Laboratory Limited (NNL) tenant staff working on the licensed site, as well as the licensee's own staff. The effectiveness of delivery of safety related training was duly assessed by the licensee.
The licensee managed the implementation of the training arrangements and metrics were monitored by both the licensee and the nuclear safety committee, to ensure that training was continuing to be delivered.
The implementation of training of contractors was sampled for a decommissioning contract, including a visit to a facility currently undergoing decommissioning.
I concluded that the licensee has adequate compliance arrangements for the implementation of Licence Condition 10 (Training) and adequate evidence was observed of the implementation of the arrangements, including for a site decommissioning project. A compliance rating of adequate, green, was warranted for this planned intervention.
