Planned intervention at Springfields Fuel Limited

Executive summary

Purpose of intervention

Planned intervention to participate in the annual review meeting. This intervention formed part of the 2016/2017 Intervention Programme for the Springfields Fuels Limited site.

Interventions Carried Out by ONR

I participated in the annual review of safety meeting, which was combined with an annual review of security and environmental matters.

Explanation of Judgement if Safety System Not judged to be Adequate

As no safety system inspection was undertaken, this was not applicable to this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensee (and the tenant organisation, National Nuclear Laboratory Limited (NNL)) effectively reviewed their performance over the period April 2015 to March 2016 and presented the findings to ONR. Overall, both the licensee and the tenant had delivered an adequate performance and this was effectively demonstrated through a broad range of performance metrics and supporting information. The few minor shortfalls were also reported, which the licensee was taking prompt remedial action to address.

The revised (four box) format for presenting the performance at this combined annual review was agreed to be an improvement this year.

Following the review meeting, an inspection was made of the licensee's cylinder washing facility, where the licensee had recently completed the emptying of one particular type of uranium hexafluoride legacy cylinders, together with other legacy uranium hexafluoride cylinders, which serves to reduce the hazard on the site.

Conclusion of Intervention

At the annual review of safety meeting, I was content that the licensee had effectively reviewed the performance in the preceding year, as well as indicating improvements to be implemented in the current year. The licensee reported an adequate performance for the 2015/16 financial year.

During the inspection of the Cylinder Wash Facility, the licensee had demonstrated a good performance in emptying a range of legacy uranium hexafluoride cylinders, thereby reducing the hazard on the site.
