Reactive intervention to participate in the Site Stakeholder Group meeting, together with other site meetings. This intervention formed part of the 2016/2017 Intervention Programme for the Springfields site.
I participated in the planned Site Stakeholder Group meeting, together with an inspection of the refurbished Emergency Control Centre and a meeting with the EHS&Q Director.
As no safety system inspection was undertaken, this was not applicable to this intervention.
At the Springfields Site Stakeholder Group meeting, I reported on recent ONR interventions at the site. I addressed some questions on emergency planning matters, noting that the site was receptive to regulatory advice and continued to share good practice on a broad range of nuclear licensing and safety topics with a number of other licensees. Presentations were delivered on the aspirations of the licensee to potentially produce fuel for AP1000 reactors at Moorside and for Westinghouse Small Modular Reactors. I commented on recent ONR interactions with Westinghouse on the Generic Design Assessment (GDA) of the AP1000 reactor.
I inspected the recently refurbished Emergency Control Centre. In response to regulatory advice, the licensee had extended and enhanced the Emergency Control Centre. The work was nearing completion and the facility was of a good standard. The licensee continued to share good practice with other licensees, to maintain the site emergency arrangements at a good standard.
I met with the EHS&Q Director, as requested by the licensee, to exchange information on a range of regulatory matters.
The independently chaired Site Stakeholder Group meeting enabled me to keep stakeholders informed regarding ONR interventions at the site.
I concluded that the licensee had made a range of tangible physical improvements to the Emergency Control Centre, which were nearing completion. I was pleased with the extent of engagement by the licensee with other licensees on sharing good practice on emergency planning matters. In view of the brevity of this meeting, no intervention rating was warranted.
The information exchange meeting with the EHS&Q Director was useful.
