The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at EDF Energy Nuclear Generation Ltd’s (NGL’s) Sizewell B power station, in line with the planned inspection programme of the Operating Facilities Operating Reactors sub-programme intervention plan for 2016/17.
I (the Nominated Site Inspector) conducted the following compliance inspections against the conditions attached by ONR to the nuclear site licence granted under the Nuclear Installations Act 1965 (NIA65) (as amended);
Interventions were supported by ONR nuclear liabilities specialist inspectors and undertaken jointly with the Environment Agency site inspector for Sizewell.
Not applicable as no system inspection was undertaken during this intervention.
Site Licence Condition 23: The Licensee has well defined primary implementation and secondary supporting documents for compliance with LC 23. The Licensee has made limited changes to LC 23 arrangements this year due to the allocation of resource to other projects; however there are a number of proposals currently being considered to optimise limits and conditions. From the evidence seen and the discussion held with station personnel, I judge that the arrangements sampled for compliance with LC 23 are in line with ONR inspection guidance and merit a rating of GREEN; with no regulatory issues being raised.
Site Licence Condition 32: This intervention found the licensee to be proactively managing the accumulation of Low Level Waste (LLW) on site. The Licensee also recognises the requirement to maintain focus on the LLW disposals and filter repacking activities which should be achieved prior to the next planned outage later in 2017. Based on the evidence sampled, I judge that compliance with LC 32 is met with an inspection rating of GREEN being appropriate.
Site Licence Condition 34: The Licensee has made good progress towards compliance with the revised corporate arrangements, with a significant number of the actions identified to address shortfalls now being closed out. Based on the evidence sampled, the radioactive leak schedule was being adequately managed, with a significant number of radioactive leaks being addressed as part of the previous reactor outage. Furthermore plans are in place to repair the current leaks both as outage and non-outage activities. From the evidence sampled I judge that compliance with LC 34 was in line with ONR guidance warranting an intervention rating of GREEN.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the evidence sampled and discussion held with station personnel during this intervention, I judge that the arrangements for compliance with LC 23, LC 32 and LC 34 are in line with ONR inspection guidance and meet legal requirements; with no regulatory issues being raised. There are no findings from this inspection that I judge could significantly undermine nuclear safety at Sizewell B Nuclear licensed site.
Consequently, no additional regulatory action is judged to be necessary over and above the planned interventions of Sizewell B power station as set out in the intervention plan, which will continue as planned.
