The purpose of this intervention was to undertake licence condition (LC) compliance inspections at EDF Energy Nuclear Generation Limited (NGL) Sizewell B power station, in line with the inspection programme contained in the Sizewell B integrated intervention strategy (IIS) for 2016/17.
As part of this intervention, I (the nominated site inspector) carried out compliance inspections against licence condition LC 26 - Control and supervision of operations. The inspection was based on sampling the implementation of the arrangements in place at the station against the licence condition and ONR inspection guidance. During this intervention I also undertook a number of information gathering meetings with the licensee to review regulatory matters and reported events.
Two inspectors from the Dutch regulator Authority for Nuclear Safety and Radiation Protection (ANVS) observed part of this intervention as part of a fact finding visit to the UK.

From my sampled inspection of the licensee’s arrangements for LC 26 the licensee has well defined arrangements that ensure no operations are carried out, which may affect safety, except under the control and supervision of suitably qualified and experienced persons appointed for that purpose. From the procedures I sampled and the discussion I had with station personnel during the inspection, I judge that the arrangements for compliance with LC 26 merit an intervention rating of GREEN; with no regulatory issues being raised.
From the evidence I sampled I am satisfied that recent incidents reported on the site are being adequately recorded, investigated and reported. No matters of concern were discussed that I consider require further regulatory action at this time.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the information gathered and evidence obtained during this intervention, no matters have been identified that are likely to have significant impact on nuclear safety on the station at this time. Therefore we consider that no additional regulatory action arising from this visit is necessary currently, and the interventions for Sizewell B power station, set out in the integrated intervention strategy, should continue to be implemented as planned.
