The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection of LC30: Periodic shutdown at EDF Nuclear Generation's (NGL's) Sizewell B power station in line with the planned inspection programme contained in the Sizewell B Integrated Intervention Strategy (IIS) for 2016/17. During this visit a number of other information gathering exchanges were undertaken.
The intervention was undertaken against the ONR inspection guidance published in NS-INSP-GD-030 - Licence Condition 30 - Periodic Shutdown. The intervention considered the following areas:
During this visit the ONR Chief Executive (CE) attended the site to meet the Station and Regional Director. The CE was given a tour of station and visitors centre.
Based on my review of the outage intentions document and ONR attendance at the outage intentions meeting, I am satisfied that the arrangements put in place for controlling the outage scope are suitably robust and are in-line with my expectations.
I am satisfied that the outage management arrangements are robust and provide the degree of rigour and challenge to maintain safety during the outage. This was demonstrated through the outage management meetings observed, documentation sampled as well as the behaviours witnessed of station personnel.
I am satisfied that the start-up meeting provided a good degree of detail in respect to the work undertaken during Refuelling Outage 14 and suitable evidence that the station was safe to restart and operate for the next cycle.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Based on the areas sampled as part of the LC30 compliance intervention I judge that the arrangements used for the control of outages at Sizewell B have been implemented in-line with my expectations and relevant guidance (NS-INSP-GD-030).
The inspection rating given for LC30 was Green, on the basis that relevant good practice was generally met and no deficiencies in compliance arrangements were identified.
There were no findings from this inspection that could undermine nuclear safety and accordingly no issues were raised during the inspection. No change to the planned interventions and inspections of Sizewell B are required.
