Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd's Sizewell A nuclear licensed site on 6 to 8 September 2016. This inspection was part of a programme of planned interventions as outlined in the Sizewell A Integrated Intervention Strategy (IIS) for 2016/17.

Interventions Carried Out by ONR

During this intervention, I carried out Licence Condition (LC) compliance inspections to verify compliance with the following Licence Conditions:

My inspections were carried out against the requirements of LC7, 17, 22, 35 & 36 and ONR's published inspection guidance associated with these Licence Conditions.

During this intervention I also attended the Sizewell Site Stakeholder Group (SSG) meeting.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable - This was not a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I inspected compliance with Licence Condition 7 - Incidents on the site. During this inspection I reviewed the licensee's arrangements and their implementation against ONRs associated inspection guidance.

I was satisfied that the licensee's arrangements met the key requirements as defined in ONR guidance and demonstrate relevant good practice. I was satisfied that these arrangements were adequately implemented on site. I have rated compliance with LC7 as Green.

I inspected compliance with Licence Condition 17 - Management systems: This inspection was undertaken in parallel with the inspection for Licence Condition 7 using the site's arrangements for reporting incidents as the focus for the inspection against Licence Condition 17. I examined the arrangements for management review and satisfied myself that independent audit and assurance activities had been undertaken against the Licence Condition 7 arrangements.

I am satisfied that the licensee demonstrated that adequate arrangements are in place to meet the requirements as defined in ONR guidance and that these were adequately implemented on the site. I have rated compliance with Licence Condition 17 as Green.

I inspected compliance with Licence Condition 22 - Modification or experiment to existing plant. I inspected the application of the site's arrangements through examination of a sample of modifications.

I am satisfied that the licensee's arrangements meet the key requirements as defined in ONR guidance and demonstrate relevant good practice and that these arrangements were adequately implemented on site. I have rated compliance with Licence Condition 22 as Green.

I inspected compliance with Licence Condition 35 - Decommissioning. I am satisfied that the site is in compliance with Magnox's corporate arrangements and that these arrangements were adequately implemented on site: I examined the overarching corporate strategy for decommissioning and waste management and the site's milestone schedule in support of its decommissioning programme which met the key requirements as defined in ONR's guidance. I have rated compliance with Licence Condition 35 as Green.

I inspected compliance with Licence Condition 36 - Organisational capability. I examined the application of the site's arrangements in the management of the recent organisational change as part of Magnox Ltd's regional 'transition' (referred to as MOC 8) with particular focus on:

I am satisfied that the licensee's arrangements meet the key requirements as defined in ONR guidance and demonstrate relevant good practice and that these arrangements were adequately implemented on site: I have rated compliance with Licence Condition 36 as Green.

Following the site inspections I attended the Sizewell Site Stakeholder Group (SSG) meeting, and presented the ONR report of activities on Sizewell A.

Conclusion of Intervention

From the evidence gathered during this intervention I judged the licensee's compliance with Licence Conditions 7, 17, 22, 35 and 36 to be adequate, no significant issues were identified, but minor actions were raised for the licensee to address, which are detailed in the main body of the report. These actions have no safety significance, and will be followed up as routine business by the site inspector during future interactions with the licensee.
