Sizewell A - Observation of shift exercise and attendance at public stakeholder meeting

Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd's Sizewell A nuclear licensed site on 27-28 April 2016. This inspection was undertaken as part of a programme of planned interventions as outlined in the Sizewell A IIS plan for 2016/17.

Interventions Carried Out by ONR

During this intervention, I carried out compliance inspections against Licence Condition 11 Emergency Arrangements. My inspection was carried out against the requirements of ONR's published inspection guidance associated with this Licence Condition.

I also attended the Bradwell Site public meeting held at Mersea island, to engage with stakeholders and the public over the licensee's plan to store Intermediate Level Waste (ILW) from other sites at Bradwell.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include an inspection of a safety system.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

In relation to Licence Condition 11, the licensee has written to ONR requesting approval of a revised emergency plan and this inspection has focused on the proposed arrangements. The licensee undertook an exercise to demonstrate its proposed emergency arrangements, which was observed by a number of ONR inspectors.

ONR considered that the planning for the exercise was thorough, and that the scenario was relevant and proportionate to the hazards remaining on site whilst being a suitable challenge for the emergency arrangements. During the observations of the emergency exercise I identified a number of good points and some minor areas for improvement.

Taking into account the ONR team's observations I considered the emergency exercise to be an adequate demonstration of the site's response capability using the proposed new emergency arrangements.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety. The adequacy of this demonstration of the site's proposed new arrangements provides further confidence for ONR's assessment of the licensee's submission for their approval.
