The Office for Nuclear Regulation (ONR) undertakes all regulatory interactions with Sellafield Limited (SL, the site licensee) against a strategy defined by the ONR Sellafield, Decommissioning, Fuel & Waste Programme. The planned inspection schedule for the current regulatory year (covering April 2016 - March 2017), the content of which is guided by that strategy, identifies the Licence Conditions (LCs) that will be inspected over this period.
This intervention was undertaken to determine if the Infrastructure organisation is adequately implementing SL's site-wide arrangements for compliance with Licence Condition 7 (Incidents on the site). The inspection focussed on Utilities rather than Analytical Services since the latter was inspected against this licence condition last year.
Licence Condition 7 (LC 7) requires the licensee to make and implement adequate arrangements for the notification, recording, investigation and reporting of incidents occurring on the site.
My inspection, which comprised discussions with SL staff and examination of plant documentation, and observation of a local sentencing meeting, focussed on the following areas:

I consider the SL Utilities organisation's implementation of the site's arrangements for LC 7 is good in many areas. For instance there was evidence of effective sentencing of incidents, good knowledge of the process from the staff interviewed, a good level of reporting, good trending analysis and good learning from experience. There were only minor shortcomings identified, e.g. a limited number of corrective actions incomplete in due time. For these reasons, I consider an Inspection rating of Green (No Formal Action) is merited against LC 7 as a result of this inspection.
My findings were shared with, and accepted by the licensee as part of normal inspection feedback. No ONR Regulatory Issues were raised.
