Executive summary

Purpose of Intervention

This intervention at the RRMPOL Nuclear Fuel Production Plant (NFPP) and Neptune Reactor at Raynesway was undertaken as part of the 2016/17 intervention plan and strategy.

Interventions Carried Out by ONR

This inspection was undertaken to observe and assess the annual demonstration emergency exercise ‘FOSSA’ and to confirm the actions associated with an ONR issue related to the male change-room were complete.

Explanation of Judgement if Safety System Not Judged to be Adequate

A systems based inspection was not carried out.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

A team of ONR inspectors witnessed RRMPOL’s annual demonstration emergency exercise ‘FOSSA’. In response to the scenario the site established its emergency organisation promptly and completed a muster of site personnel in a timely manner, correctly identifying the missing persons. Command and control was judged to be satisfactory with appropriate focus on protecting the public and site personnel. Emergency response teams successfully recovered and treated a number of casualties and ONR judged their performance to be of a good standard. ONR did not identify any regulatory issues or actions. At the closing meeting RRMPOL presented an objective assessment of the exercise and identified a number of opportunities for improvement. ONR concurred with this assessment. No formal action was required and ONR judged it overall to be a satisfactory demonstration of the emergency arrangements on the site.

An ONR radiation protection specialist found that the male change-room has been significantly improved and judged the design is adequate and broadly compliant with the Nuclear Industry Code of Practice. The barrier training given to personnel was considered satisfactory and the steps undertaken before exiting the controlled area were judged to be adequate. The steps have not been documented and ONR decided to keep the regulatory issue relating to the changeroom ‘open’ until a procedure has been issued and posted in the change room so suitable and sufficient instruction is available to the personnel using the changeroom.

Conclusion of Intervention

No shortfalls or issues were identified which could adversely affect nuclear safety or were judged to be of such regulatory concern as to require immediate action.

ONR judged the implementation of the emergency arrangements overall to be adequate. A number of opportunities for improvement were identified by ONR during the demonstration emergency exercise and RRMPOL agreed to consider these observations.
