Planned intervention at Low Level Waste Repository Limited (LLWR)

Executive summary

Purpose of intervention

Planned intervention to inspect the licensee's implementation of a new maintenance management system, followed by participation in the Site Stakeholder Group meeting, held near the site.  This intervention formed part of the 2016/2017 Intervention Programme.

Intervention Carried Out by ONR

I inspected the licensee's implementation of a new maintenance managements system.

I participated in the planned meeting of the West Cumbria Sites Stakeholder Group - LLWR sub group, held near the site, summarising recent ONR interventions with the licensee.

Explanation of Judgement if Safety System Not Judged to be Adequate

As no safety system inspection was undertaken, this was not applicable to this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I met with the licensee's lead engineering staff, who were managing the arrangements for the proposed implementation of a new enhanced maintenance management system, which would be used to plan and record the maintenance of safety related equipment across the site.  The new maintenance management system was proposed to be implemented by mid 2017 and appropriate preliminary work by the licensee was shown to me, in compliance with licence condition 28 arrangements, (for examination, inspection, maintenance and testing).  This enabled me to inspect aspects of the licensee's preparatory work, and form the judgement that the licensee was adequately implementing an appropriately managed changeover process, for the planned maintenance of safety related equipment, derived from the site safety case.

At the Stakeholder Group meeting, I reported on recent ONR interactions with the licensee, predominantly being the provision of regulatory advice, across a range of radioactive waste management strategy matters.

Conclusion of Intervention

I concluded that the licensee had developed adequate arrangements to control the proposed implementation of a new maintenance management system, for ensuring adequate maintenance of safety related equipment at the site.  I also concluded that there were no matters that may significantly impact on nuclear safety.  An inspection rating of ‘green' was warranted for this intervention.   

I concluded that this was a positive site stakeholder group meeting, which enabled ONR to inform the stakeholder group members regarding recent interventions.  No intervention rating was warranted.
