Planned intervention to participate in the Annual Review meeting, together with the planned periodic regulatory liaison meeting: Planned observation of the combined Level One emergency and security demonstration exercise. These interventions formed part of the 2016/2017 Intervention Programme.
I participated in the Annual Review meeting, to consider the licensee's safety, security and environmental performance over the preceding year. I also participated in the planned periodic 'Level 3' regulatory liaison meeting, to review a range of recent nuclear safety performance metrics and the licensee's progress with key decommissioning projects. I also observed a combined Level One emergency and security demonstration exercise at the site.
As no safety system inspection was undertaken, this was not applicable to this intervention.
At the combined Annual Review meeting, the licensee provided adequate information on its safety, security and environmental performance over the preceding financial year. I was content that the licensee had reviewed its performance in some detail, effectively took stock of the progress being achieved with the site decommissioning projects and also provided an informative forward look at potential developments on the licensed site.
At the 'Level 3' regulatory liaison meeting, the licensee reported an acceptable range of recent nuclear safety performance metrics. The licensee was delivering the planned progress with key decommissioning projects, (monitored by ONR as formal regulatory issues) and was continuing to reduce the hazards on the site. I was content with the decommissioning progress reported by the licensee at this meeting.
At the combined Level One emergency and security exercise, which had a challenging scenario and was observed by a team of ONR inspectors, the licensee adequately demonstrated key aspects of the 'on site' emergency arrangements, as well as the licensee's arrangements for responding to an event with security challenges. Some minor opportunities for improvement were readily acknowledged by the licensee and a timely programme agreed with the licensee's independent inspector to rectify the minor shortfalls, particularly with regard to contaminated casualty handling. Good cooperation was demonstrated with the external emergency services.
I concluded that the Annual Review meeting had been effective. The licensee had carried out an adequate review and there was useful dialogue with the regulators regarding future planned developments on the licensed site. No intervention rating was warranted for this meeting.

The combined Level One emergency and security exercise was assessed by ONR as an adequate demonstration of the licensee's 'on site' emergency arrangements. An intervention rating of green was assigned to this intervention.
