Purpose of intervention

Planned intervention to inspect the implementation of licence condition 35 decommissioning arrangements at the site. This intervention formed part of the 2016/2017 Intervention Programme.

Intervention Carried Out by ONR

I participated in a planned periodic meeting, primarily to inspect the implementation of licence condition 35 decommissioning arrangements at the site, by reviewing progress on a range of site decommissioning projects.

Explanation of Judgement if Safety System Not Judged to be Adequate

As no safety system inspection was undertaken, this was not applicable to this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

At the meeting, with the Head of Site and other staff, the licensee reported the delivery of planned progress with key decommissioning projects, (monitored by ONR as formal regulatory issues) and was continuing to reduce the hazards on the site. I was content with the decommissioning progress reported by the licensee on this occasion. 5 One new regulatory issue was raised, relating to the licensee's progress with enhancing the integrity of the site water supplies, following a recent report by the licensee on the robustness of the site water supplies. The issue will be inspected by an ONR fire safety specialist inspector. The licensee continues to address the improvement of the site infrastructure.

Conclusion of Intervention

I concluded that the licensee was adequately implementing the licence condition 35 decommissioning arrangements. The licensee also reported an acceptable overall performance against a range of nuclear safety performance metrics. An intervention rating of green was warranted for this intervention.
