Purpose of intervention

This report covers interventions in pursuit of the ONR integrated intervention strategy for Hunterston A, in particular to address regulatory issues identified as part of the inspection plan and carry out the planned Compliance inspections.

Only the Compliance Inspections and relevant follow-up meetings are included in this executive summary, as I held other discussion with site, for example progress on outstanding actions raised by the ONR and I was content that these raised no issues of concern.

LC 21 - A readiness inspection was carried out of the Wet Intermediate Level Waste Retrieval and Encapsulation Plant project at Hunterston A prior to the facility moving to active commissioning. The facility is about six to eight weeks from active commissioning and the inspection was to provide confidence that Hunterston A was ready to begin active commissioning safely. The inspection examined the readiness of the facility and the operating team. Based on the findings of the inspection considered within the body of the report, the regulatory decision was that the project is ready to move into active commissioning safely and it has addressed all the findings from the previous inspection that had identified some shortfalls that ONR advised should be addressed prior to active commissioning see previous intervention report: IR Number 15-159 On this basis the inspection is rated as green. There was an opportunity to consider areas for improvement and also wider learning and these will be communicated to Hunterston A.

Conclusion of Intervention

The inspection concludes that the facility is ready to go into active commissioning. A number of areas of improvement and wider learning have been identified and these will be listed as level 4 issues and communicated to the site.
