Purpose of intervention

This report covers interventions in pursuit of the ONR integrated intervention strategy for Hunterston A, in particular to address regulatory issues identified as part of Inspection plan and carry out the planned Compliance inspections

LC 19 - The purpose of this intervention was to undertake an inspection of the licensee's arrangements and implementation under LC 19. LC 19 "Construction or installation of new plant" requires that where a licensee proposed to construct and install any new plant which may affect safety the licensee shall make and implement adequate arrangements to control the construction or installation. For LC 19 "Construction or installation of new plant" , ONR considers an inspection rating of green to be appropriate as the licensee and principal contractor have made significant improvements to the way they work together to provide confidence that the new plant meets its specification and as such the existing issue can be closed.

LC 26 - The purpose of this intervention was to undertake an inspection of the licensee's arrangements and implementation under LC26. LC26 "Control and supervision of operations" requires licensees to ensure that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee. For LC26 "Control and supervision of operations" ONR considers an inspection rating of amber to be appropriate as on the basis of this inspection, Hunterston A could not show for certain operations that control and supervision was undertaken by an appointed SQEP and thus a level 3 issue will be raised for the site to demonstrate this is the case. Additionally, a level 4 issue will be raised for the site to consider the specific role of the "Duty Duly Authorised Person (DAP)" .

Conclusion of Intervention

A level 3 and a level 4 issue will be raised through ONR due process and communicated to site with regard to LC 26. Additionally, the existing issue on LC 19 will be closed.
