Hinkley Point B - Planned Inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at EDF Energy Nuclear Generation Ltd’s (NGL’s) Hinkley Point B power station, in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention (IIS) plan for 2016/17.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Licence Condition 25: To judge the adequacy of the implementation of licensee’s arrangements I sampled the licensee’s arrangements for operational records. This included examination of certificates and records in various formats, shift handover records, operational decision making and conservative decision making processes and records. I also spoke to a number the licensee staff with responsibilities for compliance against licence condition 25. I am broadly satisfied that based on my  sampled inspection, the licensee’s arrangements for compliance against licence condition 25 – operational records are adequate. I therefore judge that an IIS rating of green is merited. A few minor observations were fed back to the licensee  

Licence Condition 26: I observed a start of shift brief followed by a setting to work brief conducted by a control room supervisor prior to the commencement of an operational task with nuclear safety significance. This was conducted systematically and was suitably interactive. I observed the operations technicians whilst they conducted the task on plant whilst the project inspector observed the central control room activities. I judged that the on plant work was conducted appropriately demonstrating procedural use and adherence. I identified two anomalies associated with the Duly Authorised Person’s (DAP) training and authorisation process, however, the licensee provided sufficient evidence to demonstrate that all DAPs are suitably qualified and experienced and appointed in accordance with legal requirements. This issue is being pursued corporately with the licensee.   Overall, I am broadly content that based on my sampled inspection, the licensee met the requirements of license condition 26. I therefore judge that an IIS rating of green is merited   

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

Overall, I consider that the arrangements and their associated implementation for LC25 and 26 for the sample undertaken met with legal requirements. I therefore, consider an IIS rating of “Green” to be merited.

There are no findings from this inspection that could significantly undermine nuclear safety at Hinkley Point B Nuclear licensed site.
