This was a planned inspection of EDF Energy Nuclear Generation Ltd's (NGL's) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Operating Facilities Programme (OFP) of the Office for Nuclear Regulation (ONR).
The work was carried out in-line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).
The following interventions were carried out:
No system based inspections were undertaken during this visit.
For LC11 (emergency arrangements): we witnessed emergency exercise "Berrow" and were satisfied that the scenario for the out of hours exercise was sufficiently challenging and that the exercise objectives were met. We were satisfied that the emergency exercise was adequately managed and that learning opportunities from previous exercises had been implemented. We concluded that this was an adequate demonstration of the station's emergency arrangements. We therefore assigned an IIS rating of Green this inspection.
I reviewed the ONR issues database and concluded that several of the issues could now be recommended for closure.
I met with an INA evaluator to discuss a number of issues and promote effective working interactions. On this occasion we discussed emergency exercise "Berrow" and INA staffing levels on site.
Finally I held a number of information exchange meetings with station staff to gather information on the recent shutdown of Reactor 3 due to issues with the turbine brush gear, reviewed two industrial safety incidents, reviewed progress with the on-going periodic safety review and reviewed a recent event where a contractor's computer did not undergo the correct procedures prior to its use on site.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
There were no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions of Hinkley Point B power station as set out in the Integrated Intervention Strategy, which will continue as planned.
